In a major push toward long-term urban expansion in the Mumbai Metropolitan Region, the Maharashtra cabinet has approved a comprehensive land acquisition and allotment policy for the proposed Third Mumbai development project. The decision is expected to accelerate infrastructure planning and investment across the Atal Setu influence zone.

The upcoming city — officially known as Karnala-Sai-Chirner New Town (KSC New Town) — is being planned as a large-scale urban extension to support future population growth and economic activity in the region.


Planned Urban Growth Near Atal Setu

The project area lies close to the Mumbai Trans Harbour Link (Atal Setu) and is expected to emerge as a new development corridor connecting Mumbai, Navi Mumbai, and Raigad district.

Officials say the new policy will create a structured framework for:

  • industrial investment
  • logistics hubs
  • residential and commercial zones
  • transport infrastructure

This is expected to strengthen planned urbanisation in the Mumbai Metropolitan Region.


Around 200 sq km Allocated for Development

According to government planning updates, around 200 square kilometres of land has been handed over to MMRDA for the development of the Third Mumbai core zone.

The land policy will apply to projects implemented by the New Town Development Authority and MMRDA, ensuring coordinated development across the region.

Urban planners believe the project could become one of the most important expansion initiatives for Mumbai in the coming decades.


Landowners to Benefit from New Policy

The newly approved framework introduces a 22.5% land-return model, allowing landowners to receive developed plots in exchange for land used in the project.

Alternative compensation options include:

  • Transferable Development Rights (TDR)
  • Floor Space Index (FSI) benefits
  • financial compensation

This approach is expected to encourage participation while ensuring fair compensation.


A Long-Term Vision for Mumbai’s Expansion

The Third Mumbai project is being seen as a strategic step toward balanced regional development and infrastructure-led growth. With improved connectivity through Atal Setu and proximity to Navi Mumbai International Airport, the region is expected to attract industrial investment and new economic opportunities.

Urban development experts believe the project could play a key role in shaping the future growth of the Mumbai Metropolitan Region.
