Navi Mumbai [India], September 11: Airfares on new international routes from Navi Mumbai International Airport (NMIA) could become more competitive after the Airports Economic Regulatory Authority of India (AERA) approved a revised incentive plan that gives airlines a 100% waiver on landing charges during the first year of qualifying new international services.
The move is aimed at encouraging more airlines to launch international flights from NMIA and increase the airport’s utilisation. While the waiver does not automatically mean that every ticket will become cheaper, lower operating costs could give airlines greater room to offer competitive fares, particularly while introducing new routes.
100% Landing Charge Waiver for New International Routes
Under the revised Variable Tariff Plan (VTP), airlines launching new international passenger routes from Navi Mumbai International Airport will not have to pay landing charges during the first year.
For international routes of up to 5,000 km, airlines will receive a 50% landing-charge discount in the second year.
For routes longer than 5,000 km, the discount will remain at 50% in the second year and continue at 25% in the third year.
The incentive is available to both Indian and international airlines.
Major Change in Eligibility Rules
One of the most important changes is not simply the 100% waiver itself, but how AERA defines a new route.
Earlier, the incentive was linked to whether a route was new to the wider Mumbai Metropolitan Region. Under the revised framework, the route only needs to be new from Navi Mumbai International Airport.
This means an airline already operating, for example, a Mumbai-Dubai service from Chhatrapati Shivaji Maharaj International Airport could potentially launch a separate Navi Mumbai-Dubai service and still qualify for the incentive.
The change could significantly expand the number of international routes airlines may consider launching from NMIA.
Will Air Tickets Actually Become Cheaper?
The biggest question for passengers is whether the landing-charge waiver will directly reduce ticket prices.
The answer is not necessarily, but it could help.
Landing charges are only one component of an airline’s overall operating costs. Fuel, aircraft leasing, airport parking, crew, maintenance, insurance, taxes and other expenses also contribute to the final airfare.
However, lower landing costs reduce the initial expense of operating a new route. Airlines could use part of those savings to offer promotional or competitive fares as they attempt to build passenger demand.
Aviation experts have also suggested that passengers could eventually benefit if airlines pass on some of the cost savings.
Therefore, the more accurate expectation is that new international routes from Navi Mumbai may become more competitive, rather than assuming that all tickets from NMIA will immediately become cheaper.
Additional Discounts for More International Flights
The revised plan also provides incentives for airlines that increase the frequency of existing international services from Navi Mumbai.
According to the approved framework, additional international frequencies can receive significant landing-charge discounts, with the exact benefit depending on the route category and service.
This could encourage airlines that already operate from NMIA to add more flights instead of limiting services to a few weekly frequencies.
For passengers, more flights on the same route could mean greater flexibility and potentially stronger competition between airlines.
International Cargo Services Also Get Incentives
The new tariff plan is not limited to passenger flights.
International freighter services from Navi Mumbai will receive a 90% landing-charge discount in the first year, followed by a 50% discount in the second year.
This is expected to support the development of NMIA as an air-cargo and logistics hub.
With Navi Mumbai located close to major industrial, commercial and logistics centres, increasing cargo operations could strengthen the airport’s role beyond passenger aviation.
Why AERA Changed the Rules
The revised incentive comes as Navi Mumbai International Airport looks to attract more international airlines and make better use of its available capacity.
AERA noted that airlines had been reluctant to begin international operations from the new airport, with the level of aeronautical tariffs being one of the factors affecting their decisions.
The revised rules are therefore designed to make it easier for airlines to introduce international services from NMIA, even when the same destination is already served from Mumbai’s existing airport.
This could be particularly important as NMIA attempts to establish itself as a second major aviation gateway for the Mumbai Metropolitan Region.
Navi Mumbai Airport’s International Network Could Expand
The airport began commercial operations in December 2025, while international services commenced in July 2026.
The latest incentive could accelerate the expansion of international connectivity from Navi Mumbai.
For passengers, that could eventually mean:

The latest AERA decision is therefore part of a larger effort to attract airlines, increase passenger traffic and establish Navi Mumbai as a major international aviation hub.
For travellers, the immediate takeaway is that the 100% landing-charge waiver does not guarantee cheaper air tickets, but it creates conditions that could help airlines launch new routes at lower initial costs.
